Steubenville Police
Road rage: William J. Hilditch, 404 Lauretta Drive, Steubenville, reckless operation, Police allege he “aggressively accelerated around the vehicle in front of (him) … cut back in front, cutting of the (other) vehicle and slammed on the brakes in an attempt to cause a rear-end collision,” almost causing a chain-reaction collision “as there were numerous vehicles traveling behind (them.)” Police allege Hildreth told them the other driver “failed to yield to him upon entering Sunset Boulevard from Brady Avenue.”
Juvenile behavior: A Lincoln Avenue resident said three young boys have been “kicking and knocking” on her back door, then running down Lincoln past the gas station, Tuesday. She said the three are on another property’s video cameras but was unsure if any damage had been done because “she hadn’t checked.”
Loud and proud: A caller reported “some type of disturbance with subjects arguing” in the 600 block of North Fourth Street, Tuesday. Police located the woman involved, who told them “She was talking loudly on her phone.” She said everything was OK and she didn’t need assistance.
Porch pirate: A Woodlawn Road resident said someone stole a book she’d purchased from eBay for $75, Thursday She said the male, dressed in a black hoodie and sweats with white tennis shoes, stole the package from her porch.
Behavior problem: A caller reported kids fighting in the 1500 block of Maryland Avenue, Tuesday. Police spotted the kids running toward Woodlawn and when they caught up to them at McDowell and Pennsylvania, the mother of two of the juveniles was there and told them it’s “been an ongoing problem with her kids and juveniles on (Maryland.)” She said she told her kids to steer clear of them and stay off the street they lived on. The other mother told officers there had been “no physical violence, agreed it’s been an ongoing problem and said she’d told them to stay away from the other kids.”
Concerned resident: A caller reported a male appeared to be acting suspiciously and who was possibly drinking along Granard Parkway, Tuesday. Police located the man standing near the intersection of Granard and Oregon Avenue and said he was holding a bottle of liquor in a brown paper bag, but he hadn’t opened it. He was advised of the complaint and left the area.
Fraud: A woman said she left her wallet at a downtown service station and the following morning discovered someone had charged $179 in merchandise at a local market, Tuesday.
Volatile: A woman who called police “was not very forthcoming with information” but stated she was in the mall parking lot, Tuesday. The officer who took the call said he could hear “a male … screaming and cursing at her while on the phone,” at which point she did provide police with his name and said she was in her vehicle, though he was not. She was gone when police arrived, but employees told police the couple had been arguing and male had boarded a city bus and left.
Ongoing problem: A Henry Avenue resident said his estranged wife is harassing him, Tuesday. He said when he called police the woman fled toward Maxwell Avenue.
Cited: Christine M. Raffle, 41, Wellsburg, and Tanner Edwards, 30, 1026 McKinley Ave., Steubenville, both cited for possession of drug paraphernalia, Wednesday. Police said they encountered the two of them plus another male, who was not cited, after they checked on a vehicle they’d spotted parked next to a property in the 200 block of North Fifth Street they said was known to have “numerous … individuals in and out of the building (with) a history of drug use and drug involvements.” They said Raffle told them she and the unidentified man was “highly intoxicated” and a friend, though she said she’d seen him only once before and didn’t know his real name. The man was slumped over but when he woke up police claim they found drug paraphernalia on the floorboard where he’d been sitting, and that Edwards claimed ownership. Police allege they also found a snort straw with a white residue believed to be cocaine base on the driver’s seat, so Raffle also was cited.
Jefferson County Sheriff
Facing charges: A Wintersville man is on house arrest after he allegedly assaulted a family member and a juvenile at his home, Saturday. Deputies said Keith Alan Ryals, 44, was arraigned Tuesday in Wintersville county court on charges of domestic violence, felonious assault and endangering children. Deputies report an adult female told them Ryals came home drunk and “began yelling about their kids bringing friends over” while they’d been out, then pushed her to the floor and began kicking her. Two juveniles who were visiting the residence heard the commotion and when they came downstairs to investigate, she said he started yelling at a male juvenile, The male juvenile alleges Ryals demanded he and the girl with him leave the house and when he refused, followed them back upstairs and started pushing the adult female, the girl and another juvenile, then punched him in the face. He said they wrestled until he got an older man in a chokehold and held him down until deputies arrived. A preliminary hearing was set for 3 p.m. Monday in front of Wintersville county court Judge Michael Bednar.
Stranded: A caller reported a woman had been sitting on the steps of the elementary school in Adena for several hours, Tuesday. She said a man had driven her from the Marietta area and dropped her off at “an unknown location where nobody was home, and her ride left her. Deputies found a safe place for her to spend the night.
Issues: A woman said her houseguest had her phone and wouldn’t return it and wouldn’t leave her home, Tuesday. The houseguest told deputies the homeowner had keyed his truck. He returned the phone, she admitted keying his truck and he left the property. No one wanted to pursue charges.
Knock knock: A Dillonvale resident said a man knocked on his door asking for an ambulance, Tuesday. A deputy who responded identified the man and said he “appeared to be tweaking on meth.” He told them he’d been with another man but refused to say more, deputies said.
Fraud victim: An Amsterdam resident said someone opened a Capital One credit card in his name and charged $1,000 to it two years ago that a debt collection agency is now contacting him for, Monday. He said he never saw a statement from the company and believes a family member or the family member’s spouse are responsible because they had lived with him at the time and would have had access to his mail. The family member denied it and his wife had moved out of county.
Cited: James Thomas Birkhimer, 59, 134 Spring Ave, Mingo Junction, no operator’s license. An unidentified family member who allowed Birkhimer to use the car also was cited for wrongful entrustment, deputies said.

Cynthia Ludwig, 71, 302 Old Colliers Way, Weirton, DUI 1st, reckless driving, Nov. 14; arrested following a traffic stop investigation.
Eric D. Patton, 57, 1321 Cove Road, Apt. 4, Weirton, domestic battery, Friday; arrested following report of a domestic disturbance and located on foot in the 2400 block of Pennsylvania Avenue.
Thomas Wesley Dean, 65, 3181 Pennsylvania Ave., Apt. K, Weirton, driving while revoked for DUI, red light violation, Saturday; arrested following a traffic stop.
Jeffery J. Deveaney, 32, 424 Wayne Ave., Weirton, driving while license suspended – administrative, no motorcycle helmet, Tuesday; arrested without incident at residence on two outstanding warrants.
John B. Pelchuck, 19, 556 Rockdale Road, Follansbee, possession of a controlled substance, possession of drug abuse instrument, Tuesday; arrested following a traffic stop and K-9 was deployed with a positive alert, vehicle was searched, and illegal substance and paraphernalia were found.

Charged: Aden G. Hubbard, 21, 200 High St., Beech Bottom, driving under the influence, Tuesday.
